Saint-Émile has been part of the La Haute-Saint-Charles borough of the City of Québec since the 2002 municipal merger. Like most of the towns merged that year, it has had no municipal council or bylaws of its own for over 20 years. Overnight parking and RV camping there follow the City of Québec's general regulations (agglomeration bylaw R.A.V.Q. 842), which varies by borough and by individual municipal lot rather than having a single rule.
